About the Role - This position is open to part-time or full-time hours. Working in Fiscal and Agency Affairs is not your typical legal government job. If you want to work in an office where no two days are the same, you enjoy the challenge of tackling novel legal questions, and you want to support the agency as it shapes public policy, this is the ideal position for you. We don’t just practice one area of law, we practice many. Our division serves as the agency’s in-house counsel and, as you might imagine, our work involves a wide-ranging variety of legal areas – everything from state fiscal law to cybersecurity to federal securities law, plus the random questions that pop up. We support one-of-a-kind programs like the only 529 college savings plans in Texas and the first-in-the nation state-owned bullion depository, and often add new ones like the new broadband development and opioid abatement grant programs. Because nobody does exactly what we do, we find attorneys with: (1) the research skills necessary to dive in and learn new areas, (2) the years of experience needed to spot issues, and (3) the creativity to find solutions. Salary Range Part-Time (25 hours per week) Attorney IV: $5,512.50 - $6168.75 per month Attorney V: $6,168.75 - $6,562.50 per month NOTE: Hardworking applicants with great references are eligible to telework up to 2 days per week. Qualifications Minimum Qualifications Graduation from an accredited law school with a J.D. degree or equivalent degree. Nine (9) (Attorney IV) to Ten (10) (Attorney V) years of experience practicing as a licensed attorney in a position requiring advanced legal research. Preferred Qualifications Experience researching advanced and complex areas of law including federal tax law, federal bankruptcy law, federal securities law, federal banking law, or other complex area of federal law. Experience drafting legislation and administrative rules, and advising on open meetings. Experience related to the financial services industry or knowledge of finance. Licenses and Certifications Must possess an active license in good standing to practice law in the State of Texas. In this role you will: Provide clear, concise, timely and accurate legal advice to senior- and executive-level agency staff while establishing and maintaining effective working relationships. Perform legal research, interpret and apply state and federal laws, including, when necessary, review of all applicable statutory context, cases, AG opinions, rules, and legislative history. Draft well-written and well-researched legal memoranda and other complex legal documents. Review and revise agency forms, agency publications, open meetings agenda notices, and other agency documents to ensure accuracy and legal compliance. Draft, in collaboration with agency subject matter experts, well-researched, clear and concise legislation and administrative rules affecting the agency and other statewide issues. Draft clear and concise executive and other taxpayer and citizen correspondence. Contribute to special project research, analysis and reviews.
